Change the soclib boot loader to make the non-boot CPUs sleep on XICU WTI
registers.
Kill BTINFO_CPU, the kernel uses the device tree.
Have the boot loader lookup the tty address in the device tree, and pass it to
the kernel as BTINFO_CONS
Change the kernel to wake up CPUs using the xicu WTI registers.
This needs to have the xicu attched first, and another callback to finish
initialisation once CPU have been attached.
