Description

  • merge dev_icu_set_flags and dev_icu_enable, standardize "flags" parameter
  • add extensive inline help for all functions in icu.h
  • move ipi_hook_endpoint in icu API
  • add a ipi_get_endpoint(cpuid_t id) function in ipi.h
